I live in Duluth, MN where we don't really have an organized food policy council (lots of folks working on a variety of food/farming efforts, but not much policy). Reading your newsletter today reignited an interest in approaching our city council about this, but I'm wondering if you have thoughts/examples on differences between councils that act as a board/commission of the city or, a council separate from city.
